Pakistan’s Democratic Claim Under Question
Today, a thought crossed my mind: Pakistan is called a democratic state, but is that truly the case without one of its most important pillars? That pillar is the empowerment of local governments—a foundational aspect that has been neglected for years. The last local body elections in Punjab and Sindh were held in 2015. Nearly a decade has passed without any engagement, involvement, or activity from local governments in these provinces. How can Pakistan claim to be a thriving democracy when such a significant component is absent?
Why Local Governments Are the Backbone of Democracy
Democracy, by definition, is the government of the people. As Abraham Lincoln said, "Government of the people, by the people, for the people, shall not perish from the earth." Yet, for the past ten years, the voices of local communities have not reached their government. To use an analogy: if the government is a plant, then local governments are its roots. Just as a plant cannot survive without roots, Pakistan cannot function as a true democracy without active local governance. The disconnect means the needs and concerns of the people are not effectively conveyed or addressed.
The Cost of Delay: Problems Pakistan Faces Without Local Bodies
The delay in holding local body elections has led to numerous problems, including poor waste management, unreliable power supply, rising poverty, escalating inflation, water shortages, and unregulated traffic systems. These issues are rooted in the absence of representatives who understand and come from the grassroots level. A person from the community is better equipped to address local problems because they experience them firsthand.
Ignoring Article 140-A: A Constitutional Violation
Most importantly, delaying these elections is a direct violation of Article 140-A of the Constitution of Pakistan, which mandates regular and effective local governance. Failing to implement this article not only undermines democracy but also disregards constitutional responsibility.
The Way Forward: Strengthen Grassroots Democracy in Pakistan
In conclusion, this is an earnest and sincere appeal to policymakers: make Pakistan a genuine democracy by strengthening all its essential pillars, including local governments. Solving the nation's problems requires action at the grassroots level. Please, conduct the local government elections as soon as possible, and uphold the true spirit of democracy for the benefit of all Pakistanis.
